He graduated from Istanbul University Faculty of Law in 2004. He completed his master's degree (LLM) in the field of administrative law from the same University in 2007 and in the Law and Government Program of the American University in the USA in 2012. In 2017, he received his doctorate degree with his thesis on "Public-Private Partnership Contracts in Administrative Law" at the Department of Public Law at Istanbul University.
From 2004 to 2018, he worked as an assistant planning specialist, planning specialist and head of department at the Undersecretariat of the State Planning Organization and the Ministry of Development. During this period, he carried out studies on the establishment and project support regulations of development agencies, the process of public investments, localization, planning, program and project management, monitoring and evaluation, urbanization and regional development.
After 2018, as the head of department in the General Directorate of Development Agencies of the Ministry of Industry and Technology, along with urbanization and regional development studies he has carried out the development and implementation of the Attraction Centers Support Program (CMDP), the Social Development Support Program (SOGEP) and the Producing Cities Program as well.
He is currently the chairman of the board of directors of the Turkish Investment Initiative (TII), vice chairman of the OECD SME and Entrepreneurship Committee, member of the investment committee of the Technology and Innovation Fund and national coordinator of the European Small Business Act (SBA). He is married and has two children.
